Policy Appendix B: Superintendent Performance Assessment Guide
  1. Student and System Achievement
    1. Role Expectations:
      1. Seek the approval of the Board in the development of the Three-Year Education Plan, specifically components including the development of Division goals, priorities, measurements, budget and Capital Plan, and implement plans as approved.
      2. Involve the Board (Board approval of process and timelines, opportunity for Board establishment of strategic priorities and key results early in the process, final Board approval).
      3. Report annually to the Board on results achieved in a format as required by Alberta Education.
    2. Quality Indicators relative to Student and System Achievement:
      1. Ensures the three-year planning process involves appropriate stakeholder input.
      2. Ensures facility project budgets and construction schedules are followed or timely variance reports are provided to the Board.
      3. Ensures transportation services are provided with due consideration for efficiency, safety and length of ride.
      4. Ensures “key results” related to the goals identified by the Board are achieved.
      5. Ensures the budget and three-year plan are developed according to a timeline which ensures that the Board’s ability to provide direction, revise priorities and is approved within Alberta Education deadlines.
  2. Student Welfare
    1. Role Expectations:
      1. Ensure that each student is provided with a safe and caring environment that fosters and maintains respectful and responsible behaviours.
      2. Ensure the safety and welfare of students while participating in school programs or while being transported to or from school programs on transportation provided by the Division.
      3. Ensure the facilities adequately accommodate Division students.
      4. Ensure that appropriate monitoring and supports are in place to address student attendance issues.
    2. Quality Indicators relative to Student Welfare:
      1. Develops measurements and monitors progress relative to providing a safe and caring environment.
      2. Implements the requirements of Occupational Health and Safety legislation, including required staff professional development.
      3. Complies with legislative requirements to appoint an attendance officer for the Division.
  3. Educational Leadership
    1. Role Expectations:
      1. Provide leadership in all matters relating to education in the Division.
      2. Ensure students in the Division have the opportunity to meet the standards of education set by the Minister and the Board.
      3. Implement education policies established by the Minister and the Board.
    2. Quality Indicators relative to Educational Leadership:
      1. Conducts an analysis of school improvement plans and student achievement and ensures school principals develop action plans to address concerns.
      2. Identifies trends and issues related to student achievement to inform the Three-Year Planning process, including recommendations for innovative means to improve measurable student achievement.
      3. Ensures there is measurable improved student achievement over time.
      4. Ensures initiatives have been developed to foster student achievement.
      5. Meets Alberta Education’s expectations re: AERR format and process and content.
      6. Meets all timelines with provision for appropriate Board input relative to the AERR.
      7. Ensure the Division’s academic results are published.
  4. Fiscal Responsibility
    1. Role Expectations:
      1. Ensure the fiscal management of the Division by the Secretary-Treasurer is in accordance with the terms or conditions of any funding received by the Board under the Education Act or any other applicable Act or regulation.
      2. Ensure the Division operates in a fiscally responsible manner, including adherence to recognized accounting procedures.
      3. Ensure the Board has current and relevant financial information in a timely manner.
    2. Quality Indicators relative to Fiscal Responsibility:
      1. Ensures the budget process is transparent.
      2. Ensures recognized accounting practices are being followed.
      3. Ensures adequate internal financial controls exist and are being followed.
      4. Ensures all collective agreements and contracts are being administered and interpreted so staff and contracted personnel are being paid appropriately and appropriate deductions are being made.
      5. Ensures all deficiencies identified in the previous years audit report and management letter have been remediated to the satisfaction of the external auditor.
      6. Ensures the Board has timely, comprehensive financial information.
      7. Ensures the Board is informed immediately regarding litigation by or against the Division.
  5. Personnel Management
    1. Role Expectations:
      1. Have overall authority and responsibility for all personnel-related issues except: the development of mandates for collective bargaining and those personnel matters precluded by Board policy, legislation or collective agreements.
      2. Monitor the performance of all staff and ensure appropriate evaluation processes are in place.
      3. Ensure the coordination and integration of human resources in the Division.
    2. Quality Indicators relative to Personnel Management:
      1. Ensures quality recruitment, orientation, staff development, disciplinary, evaluation and supervisory processes are in place.
      2. Fosters high standards of instruction and professional improvement (Teaching Quality Standard).
      3. Provides for training of administrators and the development of leadership capacity within the Division.
      4. Ensures effective workforce planning.
      5. Models high ethical standards of conduct.
      6. Models commitment to personal and professional growth.
  6. Policy/Procedures
    1. Role Expectations:
      1. Provide leadership in the planning, development, implementation and evaluation of Board policies.
    2. Quality Indicators relative to Policy/Procedures:
      1. Appropriately involves individuals and groups in the administrative procedures development processes.
      2. Takes leadership in bringing policies to the Board for review.
      3. Ensures adherence to administrative procedures.
      4. Ensures timeliness of administrative procedures revisions so each is reviewed every four years.
      5. Demonstrates a knowledge of and respect for the role of the Board in policy processes.
  7. Superintendent/Board Relations
    1. Role Expectations:
      1. Establish and maintain positive, respectful, professional working relations with the Board and endeavor to ensure staff interacts with the Board in a similar manner.
      2. Respect and honour the Board’s role and responsibilities, and facilitate the implementation of that role as defined in Board policy.
      3. Provide the information which the Board requires to perform its role.
      4. At the Board’s request, attend and provide counsel in meetings of the Board’s Provincial Associations (Alberta School Boards’ Association and Public School Boards’ Association of Alberta).
      5. Keep the Board informed on sensitive issues in a timely manner.
      6. Demonstrate respect, integrity and support, which is conveyed to the staff and community.
    2. Quality Indicators relative to Superintendent/Board Relations:
      1. Implements Board directions in a timely fashion.
      2. Provides support to the Board re: advocacy efforts on behalf of the Division.
      3. Ensures Board agendas and attachments are prepared and made available to trustees in sufficient time to allow for appropriate trustee preparation for the meeting.
      4. Keeps the Board informed about Division operations.
      5. Provides the Board with balanced, sufficient, consider information and clear recommendations as requested.
      6. Interacts with the Board in an open, honest, proactive and professional manner.
      7. Ensures high quality management services are provided to the Board.
      8. Provides the Board with correspondence directed to the Board or trustees.
      9. Keeps the Board informed of emergent issues through the Chair.
  8. Organizational Management
    1. Role Expectations:
      1. Demonstrate effective organizational skills resulting in Division compliance with all legal, Ministerial and Board mandates and timelines.
      2. Report to the Minister with respect to matters identified in and required by the Education Act.
      3. Review, modify and maintain an organizational chart which accurately delineates lines of authority and responsibility.
      4. Build an organizational structure and promote a Division culture which facilitates positive results, effectively handles emergencies and deals with crisis situations in a team-oriented, collaborative and cohesive fashion.
      5. Review with the Board the parameters of Executive Contracts.
    2. Quality Indicators relative to Organizational Management:
      1. Ensures Division compliance with all Alberta Education and Board mandates (timelines and quality).
      2. Ensures contracted services (e.g., fiscal, labour and legal) meet quality expectations of the Board.
      3. Effectively manages time and resources.
      4. Ensures Board Annual Work Plan items are scheduled.
      5. Ensures organizational structure is clear and facilitates results to be achieved.
      6. Ensures that appropriate procedures are in place for the management of critical events and emergencies.
  9. Communications and Community Relations
    1. Role Expectations:
      1. Take actions to ensure open, transparent, positive external and internal communications are developed and maintained.
      2. Keep the Board informed through the provision of planning and monitoring reports.
      3. Strive to ensure that parents and students have a high level of satisfaction with the services provided and the responsiveness of the Division.
      4. Positively represent the Division within the Jurisdiction to enhance and support the Division’s mission and partnerships.
    2. Quality Indicators relative to Communications and Community Relations:
      1. Facilitates effective home-school relations.
      2. Manages conflict effectively.
      3. Ensures information is disseminated to inform appropriate publics.
      4. Works cooperatively with the media to represent the Board’s views/positions.
      5. Promotes positive public engagement in the Division.
      6. Represents the Division in a positive, professional manner.
  10. Leadership Practices
    1. Role Expectations:
      1. Practice leadership in a manner that is viewed positively and has the support of those with whom he works most directly in carrying out the directives of the Board and the Minister.
      2. Develop and maintain positive and effective relations with provincial and regional government departments and agencies.
    2. Quality Indicators relative to Leadership Practices:
      1. Provides clear direction.
      2. Provides effective educational leadership.
      3. Establishes and maintains positive, professional working relationships with staff.
      4. Unites people toward common goals.
      5. Demonstrates a high commitment to the needs of students.
      6. Empowers others.
      7. Effectively solves problems.
      8. Exercises leadership consistent with the Board’s stated vision and values.
